Apparently the only way to get into the "open" beta is either have already been accepted into the "closed" beta or to buy a preorder copy of the game.
Devilish.
Also, it will be content restricted and levels will be capped at 20.
Sounds to me like they're not all that interested in beta testing and more interested in selling preorders. Especially not interested in stress testing high level content... you know, like the RvR which is the major selling point of the game.
Oh well, RvR was broken in DAOC for the first few months after release, too.
